III.  Circulation Policy

A. Registration

All patrons must be registered and have a Library card to borrow materials. Library cards are free and are issued to residents of the Village of Black Earth and surrounding Dane County. It is recommended children be 5 years old and have their parents permission to receive a Library card. A parent or guardian signature is required for all patrons under the age of 16. A driver license or other photo ID with current address is required for verification of residency. Library cards are renewable every 4 years. Before renewal, patrons must clear all outstanding fines. The lending of Library cards is not recommended.

Responsibility for the reading, listening, viewing and borrowing of materials by children and young adults, as well as for their use of the Library, rests with the parent or legal guardian.

B. Lost or Forgotten Cards

A patron who has forgotten his/her card may check out materials at the staffs discretion. If a patron loses a Library card, there may be a replacement fee of $2.00.

C. Loan Periods and Renewals

1. Most books and audio books circulate for 28 days and may be renewed if there is not a reserve list.

The exceptions are:
a. Elsie Sebert copies circulate for 7 days only.
b. New adult fiction and non fiction may circulate for 14 days.
c. Children's holiday books circulate for 14 days.

2. Videos & DVDs
a. Feature and children's videos & DVDs circulate for 7 days.
b. Non feature videos circulate for 14 days. Non feature DVDs circulate for 7 days.

1) Videos are not renewable without permission from the staff.
2) The patron will be held responsible for missing or damaged items.

3. Reference books do not circulate. Upon request, some reference items may be checked out overnight.

4. Renewals may be made by phone, computer or in person.

5. Reserves may be made by phone, computer or in person.

D. Limits

1. There are no limits on the number of books and magazines a patron may check out.

2. Four (4) DVDs may be checked out per visit.

3. Occasionally materials may be limited.

E. Inter-Library Loans

Materials not available locally may be requested through interlibrary loan (ILL). The Library has direct access to the holdings of other South Central Library System libraries with delivery of materials Monday Saturday. An additional extensive interlibrary loan network expands our Library's ability to access materials needed. Due dates for ILL materials are set by the Lending Library and are rarely negotiable. Patrons borrowing ILL materials must abide by the due date and any other restrictions placed on the item by the Lending Library.

F. Return of Library Materials

Library materials may be returned at the Black Earth Public Library, or at any other public library within the South Central Library System.
